Ndamukong Suh, Detroit Lions head for franchise tag?

General manager Martin Mayhew emphasized Thursday that the Detroit Lions are willing to wield the franchise tag as a means to keeping Ndamukong Suh. Why is that such a surprise in NFL circles?
